Don’t they need to get visas and pass civics training first? Though I would not be surprised to see them welcome most, if not all, North Koreans as asylees and possibly give them paths to citizenship, given the shared culture and history of the two nations. But one thing to consider is that there is a degree of survivorship bias and we never hear much of those who were turned away by South Korea, if any, since they would be deported to a country with little access to the outside world. I’m not trying to glorify North Korea by any stretch of the imagination, but this is one case where knowing the full story isn’t necessarily possible.
