Just did this and the full initialization process now does the deactivation step for you as the first step in its process.

I have had my system struck by lightning in a storm lights went off my system says everything is corrupted and doesn't save and constantly restart by itself my controller is blue or orange and my system is white bar I have 5 games I bought from PS4 plus they're downloaded but I don't have the PS Plus anymore I didn't know about deactivate process and I have factory reset it and quick reset it before prior to it and just redownload my games from the library but what do I do how do I fix my delema

After I click 'INITIALIZE" mine says: "There are users for whom this PS4 cannot be deactivated as their primary PS4. If you start restoring, they will not be able to deactivate this PS4. Are you sure you want to continue?" Does that mean it won't totally be cleared/initialized? Someone in my building threw this out in the trash and it was in great condition (musta got himself a PS5), so if I initialize it - does it mean the person won't be able to get their account up on another console? I need help please.

No ps5 system is separate for the ps4 u got a ps4 account and a ps5 account

No, they're two separate consoles. Just always backup your data like I showed and you're good. This will not impact your PS5. In fact I did this video and my PS5 wasn't impacted.
