Skip the power on/off part and just go into iOS Recovery and click on the tab where you will be able to reset it

Mine did the same thing so I shut it down then held the power button but it showed the apple logo then went black. I held the power down for a long time and nothing showed. So I decided to try again and it went black again after the logo. So I tried something new. I kept my finger on the power button then pressed and held down on command R until I saw something and it finally worked. I hope this helps you.

What if you’re loading balk when downloading macOS starts half way and says it takes 3 hours? After some time it switch too 20 hours and the loading balk doesn’t move at all… restarting the download doesn’t make a difference.
