If there are holes for letting air out, doesn't the sand escape the holes and get all in the water? Why not just fill it with water?

How do you winterize the stairs with sand in them?

The openings are NIT that big on mine it took us two house of tapping in a small amount at a time to get the sand In. The holes were about the size of a standard screw.
