There are additives that can be added to concrete to make it waterproof. But plain concrete does transfer moisture.

I think hiring a consultant after this disease was untreated 40 years sounds like just one more expensive loss. The illness took my ability to earn money. The government never subsidized my disease not that I’m trying to cross the border for freebies. There are builders who know how to build safe homes. I doubt they want this particular man telling them how to build. A good architect can specify high and dry, better building materials, no drywall or wood. An open space with plenty of wood tight windows appeals to me. Big exposed kitchen with living and sleeping areas open. Closets for personal items and bathroom. I’d actually design all the wet area to be external to the dwelling. It’s not much to ask for better health. I’d go with steel construction and non-porous floors. A/C would be mini-splits.
