I'm mostly advised to go to Dubai & then search for a job coz companies prefer cutting out on costs like Visa & sponsorships etc..

True but don't you have to return to India or your home country to come back to Dubai with the work visa since you will be in Dubai with your tourist visa. Nevertheless, it is better to apply when you are physically present in Dubai, probability of getting increases.
