In the early 60's my dad drove brother and I to a herring run in downtown Watertown, wadeing in 3' of rushing water catching enough herring (bare handed) to fill a 50lb grain sack within 2hrs

I tried fishing for herring with a few sabiki rigs last week. There were definitely herring in the area as the rocks along the shore were completely white with spawn, and the fishermen with cast nets were pulling up a fair amount. It seemed somewhat slow for some of the cast netters so maybe it was towards the end of the spawning event. But I was casting out for around 2 hours and not a single herring bit on the sabiki. I know there were some in the water as I was casting and reeling straight through where cast netters (on a boat) had been catching some just moments before. I talked with another guy who had been casting out earlier in the morning who said they weren't biting for him either. Do you know if there's any specific reason they wouldn't bite, or any technique that I could have improved?

I suppose the many methods of collecting fish while they are in there spawn cycle will depend on how many your want to take , for what reasons and of course how greedy you really are. I also realize that you believe that there are millions or even billions every year but a person who's brain grows over time ( as you get older ) will know that if you take them before they have spawned then the less there will be next season. This fishery might be one of the last ways to help the bigger ocean fishery survive the human onslaught of what human take today. I am sure that the cast nets rip up all the roe already laid and maybe the state fish regulators need to limit it to rods and reels and give the bulk of the fish time to spawn before letting those who take them rape them ...This is my opinion and I am sticking to it.
