My 98 has the same issue. I believe it's the bushing behind seal, as the shaft can be moved back and forth about 3/16ths, and neutral is hard to get with engine running despite the adjustment

I use a little thicker washer when doing 5 speeds takes up slop so far haven’t had any come backs
