How to fix fault code P2413 EGR system

I have low power at 2800rpm. Sound of hollow can during releasing the acceleration. Checked error found this same code for egr. Normally after I switch off my car engine, there is motor. Movement sound and few clicks but now doesn't have anymore. So I suspect from her dc motor. . Will check any loosen before hand. Thanks. Will update.

You can check EGR motor just remove the motor from EGR valve then rev engine, if motor doesn't move then it's broken given the solenoid is ok

Isn't it better to just replace the motor only?
