Mine has low fuel pressure 16psi

If its a chevy/ Gmc truck 2003-2014, then you might need a new Fuel Pump..with that 16psi pressure

Why not check the output from the module instead of removing the tank first

Output will not be accurate with the Fuel Pump connected. Shorted Fuel pumps will give wrong output and lead to wrong diagnosis.
