If you go under settings > iPhone storage > others at the bottom; what does it say? Plus considering you had just deleted almost 400 photos; you’re iPhone most likely still processing all the changes (others). Thus, check back tomorrow and see iPhone has decreased or not. Let us know!

Thanks, man! That was pretty much what I was looking for. I just got a new (to me) MacBook Pro and because of my lack of understanding of this, I was surprised to learn that my iCloud was full and I didn't even know I had an iCloud that was connected to my iPhone... I've been backing up my photos by just putting them on an external HD for year but still have quite a few high quality photos on there..... Busy work....

I just found out what was keeping my storage full- So recently I got a new ipad and I had everything Transfred from my old ipad- to my new one.
