The certificate of legal Capacity is now available locally and the embassy no longer issues them as posted on the covid page of the US embassy Manila. Prior to this change it was only issued by the embassy if the US citizen was living in the PI. Not sure about the details, but short term tourists would not get it.

That's what I had read also many times in US embassy website that they are no longer providing a legal capacity directly from their office due to covid and many backlogs. But good thing they give us more convenient ways like Affidavit in Lieu of legal capacity to Marry. Just get it to our Local Civil Registrar

If your Fiancée is American he can also get an affidavit in Lieu of legal capacity to Marry to their local government and get it notarized also. My Fiancé also got it and it's already in his hand and we just wait for them to finally travel here in PH

I was able to facetime with my fiancée's local attorney. I downloaded the form from the PSA website. She had the same form, and told me to bring it to her for notarization. Don't have to go to the embassy now. I'm more concerned with the ten business day waiting period.

Yes po, Cebu issues but walk in po sila doon. Try to call them [phone] ) if they are open. Or call the Waterfront Hotel & Casino-Cebu City since the embassy is renting their basement area. I am not so sure of how Metro Cebu is regulating during this pandemic. I hope you will get a hold of them :)
