Work visa is taken from the Turkish Embassy in your country. It is a sticker visa that is attached to your passport. Your employer makes an application for work visa through the website of the Ministry of Labour and Social Security on your behalf. After the work visa is approved, you can go to the Turkish Embassy in your country to collect the Work Visa.
After you get the work visa, you can come to Turkey using that visa. Following your arrival, The Ministry of Labour and Social Security sends the work permit card to your employer.
It is important to note that for both work visa and work permit, it is the employer who makes the application on behalf of the foreigner.
If you want to apply directly to work permit without having a work visa, you need to have a valid residence permit with a duration of more than 6 months.

To obtain a work permit as an employee, you'll first need a job offer from a Turkish employer. The application process generally involves both you and your employer. Key steps include:

For example, if you have a Turkish spouse, you can apply for family residence permit. If you don’t have any other reason, you can apply to touristic residence permit.
Important note: Some foreigners make the mistake of waiting until the card expires. However, it is not right. Because, after your employment is terminated, your card becomes invalid and you need to apply for another residence permit within 10 days.

When you have work permit, it counts as a residence permit as well. You don’t need to apply for a separate residence permit. Your work permit card is enough to prove your residency.
