For the 14 slots bag it's not that hard tbh especially with skinning and leather working. If you're lazy you can by the leather or buy the ready pants from the AH. It's like 10g or so and took like 120 pants.

I spent 10g just to realize the bag is 8g on the auction house, so, if you're looking for profit then that's not the way to go :D Better selling the mats at that point!

I have seen people being able to hand it in despite it saying this. I don't know if WoW head info is wrong, something change for SoD or what. But It's been there for people i've seen!
