there is no specific place to look for it appears randomly close to any of the island so, you have to look for it around every island.

Go to events then go to 3rd tab then on extreme right you will see smoker and crocodile pictures click that and will tell you the time of when boss will appear. When it appears click on the event again and it will take you directly to the boss island where barrels will appear you can only collect 3 barrels per day. Also you don’t have to fight the boss for the barrels yo appear.

First of all don’t reroll there is no point of rerolling in this game just save and spend your tickets and devil fruits wisely and there is 80% banner live right now you can go for WCI sanji if you want and for luffytaro I recommend that you go for luffytaro as well you have plenty of time and in game content available.
