Sounds like you have been badly informed. There is actually a report looking at the regulatory framework that has recommended making it easier for doctors from other countries. There is no official status on the new UKMLA will be. But I expect it to be recognised.

I'm ophthalmologist and i have FRCS Glasgow( Fellowship of the Royal College of Physicians and Surgeons of Glasgow in UK)...i want ask you if i can work in Australia according to this fellowship ? In general ..is FRCS recognised in Australia?? Thanks a lot sir...

You are welcome. You have not mentioned a CCST or CESR. So I am assuming that you have passed the FRCS exam. This on its own has no utility if you want to works as a specialist in Australia.
