Yes!! You can do this on any speaker if the passive radiator broke... If you do this for the JBL c4 it will get more excursion on the other passive radiator...

I would have thought gluing the passive radiators properly, and adding weight if you want the tuning lower, would give you two passive radiators still, so you don't run out of excursion on just one.
