How To Get Rich Reporting On Idling Vehicles In NYC (HBO)

Thanks to a new law, any New Yorker with a cell phone and some time to kill can report on idling commercial vehicles, and earn thousands of dollars doing it.
The law, enacted in January of 2018, lets anyone submit a complaint form to the city’s department of environmental protection if they document a bus, truck, or van with its engine on for at least three minutes. If the complaint goes through, whoever reported the idler gets a 25 percent cut of the fine, which can run anywhere from $300 to $2,000, for repeat offenders.
George Pakenham, a banker and clean air activist, knows that anti-idling laws have been on the books since the 1970s but were rarely enforced. He’s spent the last 10 years strolling through the city, asking drivers to turn off their engines. Now, with last year’s amendment to the law that lets anyone help to enforce it, he’s taken to the streets - and he’s making bank.
“I’ve submitted 120 times and I got paid nine thousand dollars,” Pakenham said. “Cash in the bank.”
He’s been a one-man, anti-emissions cop since 2006, when he first asked a limousine driver to turn off their idling engine. He’s even made a documentary, “Idle Threat: A Man on Emission” which chronicled his efforts. And what began as one man’s quixotic mission to curb idling has gained steam: He’s got a dozen “street agents” who work with him on it now, and he hopes that with increased exposure - and the prospect of some decent cash rewards - that he’ll have hundreds of people working with him on it.
Of course the extra cash is a nice perk for Pakenham, but it’s not the reason he got into it in the first place.
“I was influenced by the aftermath of the Iraqi war,” Pakenham told VICE News. “It was quite clear that our motivation wasn't for weapons of mass destruction it was really for oil. And just at the same time my brother came down with stage four lung cancer and he was not a smoker. So I was looking for some sort of relief from that pain.”
There are also significant public health risks to air pollution from vehicle exhaust, which Pakenham and his “street agents” are acutely aware of. As newly initiated street agent and German pediatrician Patrick Schnell puts it, “air pollution significantly affects children … it doesn't only cause asthma, COPD and lung cancer but also causes heart attacks, strokes in adults.” And the climate impacts are significant, too. According to a 2009 Environmental Defense Fund study, idling vehicles in New York City release 130,000 tons of CO2 into the atmosphere each year.
If it were up to Pakenham and Schnell, thousands of cantankerous New Yorkers would be patrolling the streets, issuing tickets. But as Schnell puts it: “It’s not about writing tickets issuing tickets, having court it dates, no its about people stopping idling.”

Right? In a city where a 1br apartment cost $2895 a month on average, earning $9K a year is not exactly "Getting Rich". They seem to touch on the fact that there is a lot of paper work involved, but I would like to know the average time spent per $87.50 check they get.

They made this possible because they want ANY random civ to be able to do this on their walk to work. (which a lot of people do in New York, as i'm sure you know??) Just as Eduardo commented to you, this is a hobby at best. The person who submitted 292 complaints in 6 months was clearly trying to take it to an extreme, hunting for vehicles. There's extremists in everything though, it doesn't mean people aren't getting paid really good money just for taking time out of their day on their walk to work, the store, etc.

I have seen new Ford and Chrysler commerical trucks that are built in with AC and heat systems that work after the engine is shut off. You can also configure it so the engine stops idling after a predetermined time. The people inside the truck are just lazy and don't care because it is not their money.

@@canofsoup79 it was a bit arsy of the guy to wait for the full 4 mins of footage before talking to the driver (and likely still report him) but the driver is the one not doing a really basic part of his job properly - it takes barely a second to turn an engine off and will improve the drivers health outcomes as more than anyone's if he breaks the habit. I doubt the driver will make the same mistake again and he'll probably pay a bit more attention the next time he re-ups his certification. If the company he works for has appropriate policies in place to let him do his job properly and made sure he is properly certified, why should they be liable for his behaviour?

Well if its a larger truck and if its really cold out they would sorta have no choice but to idle. Its more of an impact on enviroment if someone was to start a big diesel truck and drive it right away before being up to temp. Would just cause problems for the truck and probably break it very quickly. This than requires towing, for it to sit at a shop for a bit and envirpmental costs associated with building and shipping the replacement parts. One truck is nothing but do it to hundreds of thousands and what do you go. This guy is simply a slave to the system. He thinks hes doing the right thing by serving his masters but really hes just a mentally sick jackass. Explains why he lives in new york.... ;)

@@stefanfreestylez Its actually better to warm up the engine by driving it right away...when its extremly cold maybe 3-5 minutes of idling is all you need...big diesel engines can't even get up to operating temperature unless they're under load, and you do more damage to the piston rings by having such a small load on the engine...which means more soot in the oil, which isn't all that bad but definatly isn't good...

@@jmh4ggg ya in smaller cars/trucks you do more harm by letting it idle for extra min or 2 than you do it any good. Better to be under load as you said. But im talkin about the big engines highway trucks. Ive learned to let it warm up *minimum* in winter 20minutes. Thats the way everyone i know does it. Very annoying when you have shit driver that would rathrr get extra sleep and fucks up one of your trucks just by hopping in and going. Bunch of guys that are actually nice and will treat your fleet with respect but also plenty of shitheads. In -20 degree conditions it takes quite some time for oil to cycle through is all im saying. So to wait till the temp is up is essential to prolonging life of components.

@Keith Stengel It takes about 7 s for a car to 'break-even' by turning off it's engine instead of idling. Even if a truck engine was ten times worse in this respect, it would only make sense to keep the engine on when stopped for a little over a minute, which the law allows for.

Seems ripe for an idle interrupt device which will automatically shut off and restart the truck after 2.75 minutes. Have the device log each time with time date gps etc... boom.... no more risk of fines. (edited because I got the time wrong)

I really hope it doesn't I get it air pollution bad but i highly doubt its worst then the toxic sludge they dump in our water which gets re used when it gets humid and flies into our clouds not to mention some gas, steam and etc factories they use which emits hella bad air pollution instead of our tiny cars that barely pollute not to mention they know bout other cheap healthier alternatives for fuel did they use them nope. jbiz I think that is the point. The guy is passionate about the air pollution in New York. He wants as many people as possible. I highly doubt that $9000 begins to compensate him, for the amount of time he used or the money he spent trying to catch them. It is funny how human instinct is that whenever we are doing something shitty that we don't want to stop doing, we often react the same. We try to minimise it, we try to undermine the person correcting us, and then we point out other people doing bad or worse things, as if that somehow justifies us being a selfish asshole lol. I should know- I've done it plenty, and I worked as an animal management officer. Doesn't matter your age, race, nation, gender, sexuality, religion, class or education; we all do it.

Yeah I did but yeah that bus driver is poor especially compared to a banker go look up what a bus driver for school makes its barely enough to survive so yes he is less fortunate and not all jobs that require commercial vehicles pay alot so I don't know why you tried to "correct" what I said by trying to establish he not a poor person if he aint making more then 25k a year yes he less fortunate and still doesn't change the fact his workplace won't get fined he will so taking food from peoples mouths ok

It's called climate change, not global warming (hasnt been since the 80's). Its not just about hot summers! The winters are feeling colder from the higher levels of humidity in the air caused by greater evaporation from the simultaneously warmer summers occuring on the opposing hemisphere along the equator. I.E., when it's winter here in the north, it's summer in the south and because of rising global temperature averages there is always more humidity in troposphere, which means "heavier air" that feels colder than the actual ambient air temperature in the winter months. Greater evaporation also means more clouds, obviously, leading to more precipitation; bigger winter blizzards and bigger late summer and fall hurricanes along the coasts.

Right? The title suggests these people makes a ton of easy money by doing this, but no math or data to back that up. It is was 5 mins recording the evidence and you might get an $87.50 check, it is rather impressive at ~$125 per hour, but they mention the paper work, and any state paperwork is likely going to be an hour plus per filing. Now you go from 5 mins of work to 65 mins and the pay drops from $9.75 per hour, below NYC min wage.

The electric green mix charging an ev in the US averages out to an 80mpg equivalent gas car. Emissions is much lower than any gasoline-only car available. And no toxic fumes to harm anybody's health.

It can take more than 3 minutes to shut down or start up a bus, SAFELY. Personally, idle time for me is about passenger safety and nothing less. Airing up the brakes, lights, belts, etc are way more important for the children on board than these angry cell phone people or the NYC govt/police who seem to want to bring harm upon people rather than safety.

@@Justin-je7yy well, $70 per reported case. If you worked normal 9-5 hours. Only found one every other hour, and worked 5 days a week, that's still a $70,000 annual wage. If you found one every hour, that goes up to $140,000. It seems like good money to me.

@@adamkimmV It's not $70 per reported case. You receive 25% of what someone pays towards a fine which varies between $50 and $2,000. People fight tickets and get them reduced drastically. That $9,000 variable must be heavily influenced by a repeat offender who got stuck with a very large fine.

Smell the air in NYC then smell the air in Alaska or Maine and the difference is apparent. Through technology, community involvement, infrastructure, etc people can achieve what we thought was impossible. Since monitoring began a decade ago NYC has decreased pollutant levels in the air by 35% according to the NYC community air survey partly due to regulations like no idling.

Of course Alaska and Maine have fresh air. No one lives there (comparatively). It's one of the reasons I live in Idaho and love it. I just got back from India and felt like I was going to die from their air quality. Which is another issue when it comes to pollution and that issue, I mean really what can we do when most of the world (which is in Asia) does nothing but increases air pollution a thousand times worse than Americans ever will)? But anyways, don't complain about air quality if you choose to live in a massively populated area. That was my main point.

I’m not sure why everyone is so upset. 99% of these people probably work for a company who just pays the fine and tells them to stop idling. Companies are forced to be more responsible and the air on the sidewalk is a bit cleaner. Win win.

This has got to be the dumbest thing ever. I understand being wasteful is bad. But the fumes.....bad for the environment? I'm a Diesel Technician, went to school for this stuff and been in the field for a year now. These trucks have a ridiculous amount of emissions systems in place so that the air isnt polluted. EGR, DPF, DEF, SCR. Look those up and look at the on highway emissions standards for trucks from the EPA. If these standards aren't met, it's not allowed to be on the road. Looks like it's just a bunch of bitter folks ruining other peoples day.

Idling a vehicle with headlights on full, and aircon, even in winter puking out sulforous diesel fumes. I absolutely HATE it. I see it all the time and if I complain about it to a driver sitting there texting to pass the time away I get aggression as a response. The human race is bloody doomed. I am from the UK.

Most people don't understand that every time you start and turn off your car you put wear on the engine so constantly stopping and starting your car is actually a bad thing for the vehicle! Unless someone is going to pay for the maintenance costs to my car I don't give a shit if they have a problem with me idling.

Harshest outdoor conditions... Haha. The only harsh conditions you have in NY is heavy snow. Go to the southern states for average of 90 degree heat and head to Wisconsin, or the dakotas for some extreme cold. North Dakota is a nice day at 15 degrees and southern to mid Texas, Arizona, Nevada, California people wear winter coats when it's 55 to 60 degrees outside.

This is part reason non New York truckdriver hate coming to New York. But... what they don't tell you is that if you have a pet in your truck you can idle to keep the pet warm. It's an EPA thing. The Police understand. I've talked to one upstate New York. He said it's an EPA thing and we don't expect you guys to freeze or fry. We're not gonna be ticketing you.

Nobody in the comment section got the point of this video: We ARE ALL breathing toxic air for numerous reason, and some reasons are more preventable than others. Here we see people taking action to Inform drivers and prevent needless pollution. and all the comment section here can say is “is 9000 dollars really rich?” (yes. it is certainly a significant amount of money. You clearly live in the west) or “what a snitch” some other insult rather than actually face the fact your life is completely founded on convenience and human society has created a way of life that leaves the word selfishness Ill defined to describe the situation at hand. Yes they are pedantic. But I see this every day and never have the urge to say anything and potentially cause a conflict. This is actually heroic considering, like others commenters have pointed out, the police in charge of enforcing these laws actually some of the worst offenders

Most of these trucks would be better off idling. Big diesels stopping constantly and having to turn their engines off so often; with people like these guys hasseling the drivers the engines might nkt be sufficiently cooled when they get turned off. Just creates more pollution and shortens the life of the vehicle (which isn't exactly enviornmentally responsible either, or good for local small businesses)
