-Clear internet browser in the settings -Redownload, then when it’s downloading try switching from WiFi to mobile signal or the other way around. Let me know if that helps.

Unfortunately I think it will not work offline. It probably has to do with the developer app tweak.

It weirds for some phones it works and sometimes apple patches the Spotify app so even after you try redownloading the block the particular website verification/tweak.
