How to get TM 91 FLASH CANNON in Pokemon Heart Gold / Soul Silver

TM 91 Flash cannon location in Pokemon Heart Gold and Soul Silver.
You can find Flash Cannon north east of route 9, coming out of Cerulean City. You will need cut.

This is awesome if so, haven’t tried yet but most guides don’t even have this. The only ‘location’ I’ve seen until now is getting lucky at the Goldenrod City lottery lol.
