I think some people do for looks, and sometimes a skin might be covering it. But overall PA is really opinionated and depends on what a person wants in their PA

Ultracite PA has higher ballistic resistance but less energy and radiation resistance in comparison to X01. So it is up to you in terms of what you want to be better protected against. Overall though, the damage reduction given by any power armor makes it so any power armor works for clearing any content 76 has to offer as of now which is why you see many high level players using excavator for its carry weight bonus including me! Most people will just wear whatever they looks best to them or excavator for 200 extra carry weight w/ calibrated shocks

You have to place your power armor chassis on the ground in front of it and then go up to the pa station and active the “modify” button. Then you can select the pieces of your pa from the chassis you put down allowing you to add mods and change the skin!
