One thing shall clarify. There are some protocols to understand. It is a complicit and assistance's protocols. If you see the crime, you apprehend the culprit not trying to interrupt the victim. Otherwise, you will be questioning for complicit. If you are male and you see male and male fighting, you can intervene as neither side will not hurt or harm you in their fight. But much safer, the female could stop their fighting entirely. Because, male isn't allow to touch female (a crime) even her clothes (unless she shows no resistance to touching). In case a married couple in fighting, only the elder or the child can safely stop their fight. Etc... Foreigner is usually consider credible witness for most of the times. Hence; foreigner can intervene many disputes and fighting but cautious not trying to interrupt the victim from trying to apprehend the culprit of stealing or something (potential complicit reason). You have to apprehend the thief rather. I don't know the present day but back in the former regimes, male had moral obligation to stop the crime against innocent. Everybody has moral obligation to help for example, injury from accident or gun shot wound etc...

Same thing in South Korea, I'd often hear stories of a local guy badly mistreating his girl in public and the foreigner superman intervenes to stop it and next thing you know the local guy and girl go after him and the cops show up and then he's in deep sh!te. Moral of the story: dont get involved in others affairs, it's not worth it. Just the way it is.

I injured myself during a big Khmer holiday that needed ER visit with road closures. There was no ambulance or difficult to access. I had to use tuk tuk to go back to my hotel room and went to ER the next day. I paid $200 for the ER visit and was able to reimburse in US back home. Know where the best ER around you and save your receipts…

Make friends and have check in system ( call or text daily)… if possible have a roommate or live- in partner … videotape every incident.. trust but verify..
