Plumber here. You are a great man for thinking like this. We all have run into this problem, and usually the carpenter/builder is very reluctant to shift a couple of walls to accommodate an erroneous plumbing rough in. Good for you, and thank you for thinking of the plumber! Subscribed!

How would u pass inspection if ur flange isn’t 12” away from the wall though? I get that there r toilets that would allow for less room but not getting a sign off on ur rough in permit is a bit more series.

My house was built in 1951. My kitchen remodel has been a nightmare due to some odd things the house was built with. The laws were I live wasn’t considered being in a proper town/city and I’m guessing there wasn’t a lot of real inspections done. I don’t even know what laws were in place in 1951 vs 2021 but they are causing a lot of issues now.

I've noticed a big difference since I started 1978. I think building inspectors today are more accountable to their inspections, because of the records kept by the building department. Inspectors probably aren't going to let something go today, however when I first started, I saw it all the time.

I would imagine most city inspector aren't going to double check any plumbing measurements, if that's what you're suggesting.
