If you have the time to do both, then 100% do both, but if you're pushed for time then I'd evaluate your closest competitors as they're the first domains you have to beat.

If you are looking for paid traffic then I think a solo ad is the best. I normally use solo ads from Udimi. Their traffic is really GREAT quality.

Come on, what kind of example is that? Balfour Beatty are a huge corporation, they're not trying to rank for keywords. The only companies that can get away with genuine brochure sites are companies like that. I used to work for a major oil company, they were the same. Their website is probably directed more at investor relations & international PR.
