Hello The green screw is not used on a 3 prone cord. If you want to use it then you need to replace the receptacle and the cord for a 4 prone receptacle.

Do you have to connect the neutral and grund with a ground strap? If I don't would it cause an electrical problems ?

Hello Lindsey, No. Even though grounds and neutral get joined together at the breaker box. You don't do that at receptacles. It can be dangerous. That's a whole other subject. Around this Chicago land area. The ground is achieved using metal conduit as a raceway. The wire goes inside the metal pipe. The actual pipe comes all the way from the breaker box to each receptacle outlet. The receptacle is fasten to the metal electrical box and the box to the conduit and the conduit to the breaker box and from box to ground (literally). Even though this is the way things are done with a 3 prong receptacle, If you want to feel safer . Change the outlet to a 4 prong style This way you can connect the ground to the green and the neutral to the white. @@Unkospam
