They're black and burnt on oil like that because Dodge had a faulty design and their oil hole going to the rockers and shears off a dowel pin and it stops oil from coming up they have since redesigned and you can get the new redesigned ones and the oil properly and they don't tick near as bad as the others did, look it up. 3.5 litre

Ian having a reconstruction of the heads But they changing me for the lifters no idea if belongs to head or engine ?? I thought was part or the head but am told no they are engine lifters ??? Help

I'm old school. I change my oil every 3,000 miles. No exceptions. When I changed the spark plugs on my 300 I looked down inside the pistons and lifters and they were just clean as can be. No carbon build up or sludge. The consequences you face are clearly displayed in this video.

The 09 I’m putting the engine in had more carbon than I believe I’ve ever seen in one!! Bad maintenance and plus the old engine had 175k on it.

Get the bolts also, you can not reuse the old ones. they are stretched

Why wouldn't you take the washer off the bolt place it over the hole on the head and insert the bolt thru the washer and the head and not take off the rocker assy?

the design of the bolt will not allow you to remove the washer from the bolt. The manfacturer does that to insure the washer stayes in place on the bolt.
