yes you can join every faction although you can't be a werewolf and a vampire at the same time but you can try both in the same playthrough

So if I join the downgurd, I can't become a vampire lord ? Is there any way to have both ?

Getting the option for vampirism before entering Soul Cairn is far easier than the half-stats option. You only have to worry about the blood-thirst timer hidden on your hud before you drink some poor sobs neck juice. I think there a way to change that in ini.files?
