The airplane will not quit flying at 1.3 Vso, which is well understood, but the fence or roundout position is not clear. The airplane also will not quit flying at Vso, which is an out of ground effect number that has nothing to do with landing. So the school solution is to round out somewhere beyond the numbers and hold off to decelerate until arriving exactly at ground level and exactly at the actual stall airspeed in this very low ground effect. There is little control, as the throttle is now idle, of the touchdown spot. There actually is a much more energy managed and perhaps safer, given the high number of LOC accidents these days, way to get here. "The 'stall-down' landing requires that you blend the approach glide, the flare-out, and the slowing up of the airplane all into one maneuver so that, when you arrive at ground level, you arrive in three-point attitude, all slowed up and ready to squat." Stick and Rudder page 302. Getting decelerated on short final (what used to be final) such that power now controls the glide angle and rate of descent and elevator controls airspeed and deceleration, we now manage both fuel energy and potential energy of altitude all the way to touchdown slowly and softly on the desired spot. We thus have eliminated two of the most difficult landing problems: the round out and the hold off.
