Yes you can lodge 2 eoi’s with different occupations You can lodge eoi for 491 but you won’t be considered as you will not meet 491 requirements for NSW.

In the EOI, should I fill the "valid experience" only, but not really the actual employment start date? e.g. the skill assessment authority considers my experience starts from year 2017 (i.e. 7 years from now), but in fact I started working in that job from 2015 (9 years from now), I change to fill in the starting year as 2017, so as not to inflate the employment score.

1- Employment is different from skill. Skill assessment is degree assessment whereas employment assessment is work experience assessment 2- To get 5 points for partner, english test is required as you will not get any points if you are married
