Is every piece of tulle tied up in one of the little green pieces of tulle? Or just the top layer of tulle? Looks so beautiful

Hi. I tied ALL of the tulle ends. I just gathered 2 pieces at a time into 1 green 6 inch piece. Hope that helps. :) I'll do this technique again in a future tutorial.
