The LM317 can handle up to 1.5A and 37 Volts

why didnt you use capacitors? Most people use capacitors is this not needed?

Birkhan Sonkan hey there! Usually 0.1 and 1uf capacitors are used in such a circuit. 0.1uf capacitor is used to clear out noise and 1uf is used to stabilise the output. Since most applications of a LM317 are for basic projects, noise and micro instabilities won't be a problem. That's why I decided to keep the circuit simple and omit from using them. Bilkul bhai! LM317 pe hote hain 3 pins - Input, Output aur regulation pin. 12 volt ki input ham input pe connect karte hai aur regualted output, output pin se lete hai. Voltage supply ko regulate karne ke liye ham variable resistor ko regualtion pin se connect karte hai. Potentiometer koo ghumane se regulation pin pe voltage badalti hai aur output bhi uske hisab se badalti hai.
