I made this circuit while ago. But output current is too low and output isn’t stable ! What was the problem?

From it's datasheet it has a limited current it outputs and when your load draws more than the Rsc current the voltage begins to fluctuate

How can you change the design for better voltage control over more turns that 1/4 to 1/2 turn? I want a system that provides me with better voltage adjustment control. Your system seems like it would be difficult to get exactly the voltage that I want in fine increments.
