If you want to do a little potion all you need is a scale. Measure all the ingredients and write it down then devide it to the quantity of water you intend to us. Example if the ingredients is one kg and the water is 18 litres, less yes you want to use 0.15 % of the ingredients then all you need is to devide 18 litres by 6.5. Which will be around 2.79 litres and you are good to go. Note every chemical properties requires good mathematics
