Correct, just EO and the spring water. You can use hydrosol by itself if you prefer.

I keep mine for up to 4 weeks. I store my toner in a cool place in a closed dark bottle with a mister.

which preservative do you recommend to use for this toner? I was thinking optiphen plus, but is it compatible? if so how how do you know how much preservative to use?

Yes, if you are adding a plant oil or essential oils. It is not considered natural.

Doesnt it need a solubizer,as water and oils dont mix otherwise,and eo will keep floating on the top of the toner,and eo as we all know if applied directly on the skin can be dangerous.

It does not need a solubilizer for essential oils that are not viscous, do not cause sensitivity to the skin and when only 1-2 drops essential oil are used in 2 ounces of water. The bottle needs to be shaken before each use and it will be fine to mist it or apply it to the skin.
