How to Make Functional Wargaming Hills

Have you tried *not* sanding the hill and leaving the carving marks in as crags? Would that ruin the usability of the hill? I think it would look cool.

It's an alternate way to make a hill. It will not be as functional.

Does the glue / sand layer make it so the spray paint doesn't 'melt' the foam?

Mostly. You'd still get a little pitting, but it's minimal. I personally think the pitting adds a nice effect, so I used it on these particular pieces. If you didn't want to do that, you can use a brush or an airbrush to avoid it.

One thing I would add to your video is a caution about sanding styrofoam. You don't want those shaved/sanded particles of styrofoam getting into your lungs. Wear a face mask to sand.
