How to make Rum Chata at home

Rum Chata is a delicious laquor and easy to make
Recipe:
base
1 cup rice
1/2 cup sugar
1-2 cinnamon sticks
2 cup hot water
1 cup cream
1 teaspoon vanilla extract
1 cup dark rum

Mix with root beer. I mix mine half root beer and half Rumchatta. Tastes like a root beer float. Best drink ever!
