Good to moisturize before putting oils on cuz oils don’t moisturize they loc in moisture. But i wouldn’t use any on my scalp. Drys it out teaches the hair to stop making sebum. I would jus oil the ends after moisturizing

That's not exactly true. Water hydrates and oil seals. I have had sister locs for almost 2 years and my locs are hydrated and moisturized

You do NOT need water lol. Only time you put water in your locs is when you wash them.
