I don't have an answer to your question, I would consult with local lawyers about your legal ability. I know that some young people moved to Monaco through studying at a local university and then found a job in Monaco and stayed.

There is no income tax in Monaco and you do not submit annual tax declaration. But please double check it with the country of your origin, if you have any tax obligations there. If you need a proper tax advice in Monaco, let me know, I would recommend a trusted tax advisor.

If you're an American, you're taxed by citizenship. In that case, you will need to get a 2nd passport and drop the US citizenship. Don't sue me. This is just entertainment.

You can live perfectly well in Monaco without knowing French with only English. By the way, there are many Brits living in Monaco and many of them do not speak French.

You can do like me and practice French daily in 5-10 mins on duolingo. It is a greet way to learn a new language. French speakers often look down on us, if we can't say few words in French. Very offensive to them.
