I had this. I could never draw back to my anchor point when stood on the line shooting at a target. In fact, it got so bad, i nearly gave up archery totally because of it. I used to stand on the shooting line, aim at the target, draw back to anchor for a few seconds, but not actually release the arrow. After some time this really helped me, but it was tough to get over.

For me personally i will draw and while expanding count to 3 and then release no matter what. A session of this tends to fix it and then i can go back to normal. I dont shoot olympic though.

thank you for the info, i got rid of my target panic by using a 3 sentences i repeat in my head while i do my shot sequence, goes like so: the first sentence is for taking the arrow and set it to on the rest, the second is a short one to draw back the bow, the third is the most important one the sentence take around 4 seconds to finish, its my aiming time by the end of that i release
