Can you use this practice on any fire surround? Im not 100% what wood my fire surround is made from?

You can do if you want! But I would make sure that the paint is either flame retardant or not using the fire for certain paints, cheers

Why not just unscrew it from the wall and lay it down flat on a plastic sheet to paint it ?

You could do if it's suitable to do so! But Frenchic get a lot of questions and emails about how to paint one that stays in situ!
