Idea of formula is not bad . But thinking in therme of scale is much easier . C13 chord = Fmaj scale C13maj chord = C scale without F and Cm13 chord = C beebop melodic minor then only shift root in 12 step.

Why do we lower the 5th?

We need to lower the 5th of the major chord to make it a 13 chord. If we do not lower the 5th the chord is a 13(sus4)
