Well strong decks like Pikachu and mewtwo and even Charizard. They can get going fast enough to overcome type advantage. Venusaur decks currently don't have a ton of support. There's a mini set expansion coming out in a few days that might have something to help. But venusaur struggles because you can't search for evolutions yet. So you have to top deck it. And then you need 4 energy. So this deck that doesn't have much energy commitment and doesn't need to find 2 other cards can win games fast. It's speed over power effectively. As far as your other point. Decking out doesn't make you loose in this game its strictly if you don't have a legal way to put an active pokemon out or loose 3 pokemon. Other then turn 1 you can only add to the active slot from the bench not from your hand.
