how to play NERTs (like solitaire but multiple player)

At 7:42 the guy put a queen from his work pile onto the king in the nerts pile to then put them in the now empty space. Is this a legal move? I'm new to the game and I thought you can't stack cards on your nerts pile. Please answer. Thnk you

You are not allowed to put anything on the nertz pile you can only take them off and only with a reason. Say if there is a 3 of spades in the middle and the top of your nertz pile has a 4 of spades then you may take that said 4 of spades and put it on the 3 of spades in the middle and then you will flip up another card on your nertz pile.
