do you know how civil war strength is calculated ? when converting Rome to a dictatorship it says its based on stability but i dont think its meaning the actual value "stability"

Yeah that sounds like bad wording. It is entirely based on the power base of the revolting characters. It shows a helpful % number to give you an idea. A civil war with 33% of your nation's powerbase will basically receive 33% of your nation. I think rebelling legates also take their legions with them; if you have any.

Yes, indeed , during my first great civil war I was amazed that one of the rebels took my whole navy, since he was the admiral. I think the game gives too much land to the rebels , since in my civil wars their power base was not that big and yet they took all of my country bar the capital region.@@KonglomeratYT

As Rome, is it better to harsh-treatment a disloyal province, or focus towards integrating the pops?

Rome gets a lot of bonuses for assimilation. Personally, I'd whip down problematic provinces, and make sure there are many large-capacity and prosperous cities that the unruly pops can migrate to to spread out the cultures as they assimialte.

I prefer 1 city minimum per province. Anything above 3 can be excessive and might rely on trade to get food. A city in a new disloyal (if its loyal enough) location can help you build things that will improve assimilation and happiness. And it will have plenty of space. Otherwise, just having cities with ample empty room in already-stable provinces will result in some pops moving there; lowering the threat of rebellious provinces and helping loyal population flow to into those regions that need them.

How do you deal with an unloyal governor? You can't simply take him away from office, he doesnt accept it.

You bribe him first, or temporarily grant him free hands so he is happy enough to accept removal.
