What is torque or process for tightening the hold down bolt in center of valve cover?

I have a Quincy 350 but it's missing the plate with the record of change so I have no idea which model it is

Your record of change can also be found stamped at the end of the crankshaft closest to the flywheel.

Home Depot! It's Rustoleum Hammered Gold. The color code is 7210

I'm rebuilding a Quincy model 206, but that's not listed as compatible with this tool. That has to be an oversight, right? Pretty sure it's all in the same family as the other 2 series listed as compatible.
