Water doesn't absorb into the skin for the most part. It evaporates and takes oils out with it, which is why oil water is good for oily skin! Like dissolves like. So if you have dry skin I would not recommend spraying it with water without moisturizing afterward. Also I learned from Manes by Mell that dry scalp usually means dry flakes and oily scalp means it's dandruff. So if your scalp isn't oily you don't have dandruff!
