he reminds me of my grandma, who was a teacher and came from Ireland, with a Londoner husband and moved to Yorkshire in the... 70s? I would have to check. She just speaks like this probably because she was a teacher and had lots of different accents in her life so it's not a regionally specific one (at least to me but I'm told people can identify she's Irish) but lilts will come through. She's not 'trying too hard' or anything its just the way she talks.
