Whenever you are adding Atmospheric, it will come as an EMISSIVE pass (it's a by default render layer).

Go to windows- setting/preferences - plugin manager and switch on Arnold renderer. It will be found as "mtoa.mll"

You can create render layer and hide all object in rendering. You will only have atmospheric volume

Yes, we can switch off atmospheric effect in individual lights. Go to light property, Arnold tab and pot zero in Volumetric section. Hope it will work.
