Yes and actually you really SHOULD seal it since this stuff is very porous- meaning that it will let water penetrate it and possibly wreck it if it freezes.

Why is it garbage? I used it to fill a large sunken spot in my driveway. It's been a year and it looks great. I sealed my driveway after patching it, and you can't even tell there a patch there. If you're going to say something is garbage, explain why you think it's garbage or get lost.
