What about loosening the other engine mount in front so that way the engine will lift up??

Hi, I have a question. I change all 4 motor mounts on my camry 2.4 09 and it's still vibrating. As soon as i turn it on. Steering wheel front seat vibrate under the floor. what else can it be? Braking my head here thanks.

What can I do with that top bolt is just spinning I can't get that off the mount
